What is the difference between blockers/patterns and parent blacklists? I can enter URLs for lists in both areas
Is the difference that blocker lists apply to every device and parent block lists only apply to users within the group?
Or is there any other difference?

How can I record exceptions for the lists from the Internet? I have the impression that apps do not work here as an exception
I guess the difference of the blocking techs is pretty clear (and well described in the docs) but I‘m happy to repeat:
If you have kids and want to block certain domains for those, use the parental control blocker.
If you have additional tracker or ad services you want to block, use the tracker/ad blocker. Here you can choose between blocking patterns (independent of a domain ie. *badurl.php*) and domains.
If a certain page say xyz.com does not load properly (due to tracker/adblocking) the user can disable tracker and/or adblocking on this xyz.com (and only for this) by using the Dashboard or Controlbar.

I already understood what the parental control is for. My question is rather how the different settings behave.
Is it that filter lists in Parental Control only apply to these groups/children and filter lists in Blocker section apply globally?
And if so, does the parental control take effect first and then the domain/pattern blocker?

I'm trying to make this clearer....
I also use filter lists from filterlists.com in the Domain/Pattern Blocker settings. In one of these lists an internet address is blocked, which I would like to allow.
If I define this address in Apps the access is blocked anyway

So you are looking to whitelist domains (you have added by accident thru a list from filterlists.com)? Personally I‘d rather modify the list by removing the domain in question and/or try to understand why a certain domain ended up on the list - as it‘s for a reason.
Nevertheless, today you can whitelist domains for each device individually only. Just add the domain in the Dashboard as „allowed“ (in the „Tracker and Ad Blocker Rules“ tile).

yes, globally for all devices assigned to the kid & yes.

But how can I whitelist a domain if the device can't access the dashboard? Suppose for Alexa smartspeaker or something. This is a theoretical question...

Currently the dashboard of another device can not be accessed. But with the release of the Personal Device Firewall (PDFW) feature (we are currently conceiving) you can select the Dashboard of any device (as admin). The PDWF will probably released mid 2021.
Today there is a simple work-around to globally whitelist HTTPS traffic (which is 99% anyhow). Just add the domain as a "trusted website" (settings>HTTPS>Trusted Websites - click "add website").
